The last of the Lockout Laws abolished

By The Hon. Chris Minns MP

02 February 2026

Twelve years to the day since they were announced, my Government has abolished the last of the lockout laws, removing the final conditions that did so much damage to our night-time economy.

Announced in 2014 by Liberal Premier Barry O'Farrell, the lockout laws were imposed on the Sydney CBD, Oxford St and Kings Cross in response to the violence on our streets at the time.

This applied to all licensed venues in the designated areas, including the 1:30am lockout provision after which no new patrons could enter a venue.

These laws had good intentions but a devastating impact on our night-time economy and the reputation of our city. Lock out laws saw global acts like Madonna and Justin Bieber not allowed into their own after-parties.

These unintended consequences damaged the city's live music scene and our reputation as a global 24-hour city, with over half of our music venues going out of business in the following decade.

Since coming to office in 2023 we have introduced vibrancy reforms that have overhauled the noise complaints system, removed unnecessary regulations that increased the administrative burden for hospitality operators and put a damper on the enjoyment of patrons.

This includes unwinding restrictive rules that forced patrons to sit down outside venues, sign up for memberships at clubs if they lived nearby and even dictated which genres of music venues could play.

We are taking a new approach with smarter, safer risk based regulation of venues rather than blanket conditions to ensure those doing the right thing are not hammered by a blunt instrument.

Live music is at the centre of the revival with more than 521 venues now taking up the Government's extended trading hours for programming music, which is almost four times the number of venues than when we came to office.

We're committed to slashing unnecessary red tape that was pushing venues out of business and stopping adults having fun.

Every child should be able to grow up in a city that encourages their interests and their passions. A city of music, a city of sport, a city with nighttime entertainment and a city with culture.

Sydney has never been a city of killjoys. It's a great global city of people that want to enjoy life and live it to its fullest.

These reforms will return Sydney to being a true 24-hour city, vibrant, welcoming and full of life.
