More Festivals, More Fun with Vibrancy Reforms

By The Hon. Chris Minns MP

07 November 2025

Sydney has always been a fun-loving city that enjoys having a good time.

That's why NSW Labor is clearing the way for more festivals, more concerts and more nightlife across the city.

Over the past two years, we have ended the system of a single noise complaint closing down music venues.

We've lifted the concert cap in Moore Park, which sided with a tiny minority of objectors, over 50,000 people rocking out at the football stadium. We cleared the way for more festivals and events at Centennial Park, increasing the cap on major events by 50 per cent.

And last month, we announced that the same change is coming to the iconic Randwick Racecourse.

Currently, Randwick can only host one cultural event with more than 5000 people every year. But as of next year, we'll lift that number to 10.

We want Sydney to host more events that people love, so we are lifting restrictions that have held back the festivals, concerts and cultural celebrations that bring energy and life into our beautiful city.

This will help boost Sydney's economy and night vibrancy, lowering costs for festival organisers while making sure measures are in place to manage traffic, noise and environmental impacts.

We've also allowed for more outdoor dining, automatic removal of outdated licence conditions for venues and growth in live music and performance with more incentives.

After a decade of lockouts and lockdowns, we want to encourage the hospitality industry and entertainment spaces.

The NSW Government is focused a lot on housing, because without a steady home, it's impossible to build a proper and fulfilling life. But housing is the foundation, not the endpoint.

People need to be able to build a home and raise their kids.

But those kids also need to grow up in a city that encourages their interests and their passions. A city of music, a city of sport, a city with nighttime entertainment, a city with culture.

If in the past, we've sometimes viewed those past times with suspicion. If we've shut them down or we've regulated them out of existence, we have to change that culture in Sydney.

Sydney has never been a city of killjoys. It's a great global city of people that want to enjoy life and live it to its fullest.

These reforms are about making Sydney a true 24-hour city, vibrant, welcoming and full of life
